EU: framework regulation plus national law

At EU level, (EC) 1935/2004 governs all food-contact materials, requiring that materials do not transfer hazardous substances or change food composition under normal use.

Germany adds LFGB with stricter sensory and specific-migration limits; France and Italy have their own supplementary requirements.

US: the FDA angle

In the US, the FDA controls food-contact materials via the Federal Food, Drug, and Cosmetic Act and 21 CFR; stainless steel and plastics such as Tritan each have compliance requirements.
